Data states

Observed, partial, missing, not disclosed, unavailable, licensed gap, stale, conflicting, under review, and restricted are distinct states.

Empty arrays always carry a data state
Numeric values retain unit, currency, period, scope, and revision
Charts never bridge missing periods
